Angel Meadows is a five-storey occupied residential building in Manchester, originally constructed in 2003. IRS Construction has been appointed to replace combustible façade elements and enhance fire safety, working for client Angel Meadows Management Company and agent Thomasons under a JCT Design and Build Contract 2024. The project is funded through the Cladding Safety Scheme, which supports remediation on buildings over 11 metres where a responsible developer cannot be identified or held to account, and is programmed for a circa 20-week delivery following a March 2026 start on site.
The scope covers replacement of the existing High-Pressure Laminate (HPL) cladding to the building's front and rear elevations, installation of cavity fire barriers at openings and compartment floor lines, and removal and reinstatement of canopies to facilitate the works. All elements are being replaced with compliant, like-for-like systems, improving fire performance while preserving the building's original aesthetic.
Through the PCSA period, IRS proactively coordinated all workstreams - design, surveys, procurement, cost planning and programme - to ensure a fully aligned, deliverable solution. Early contractor involvement provided buildability input, risk mitigation and supply chain engagement, resulting in a de-risked scheme, fixed contract sum, fully developed programme and a right-first-time compliant design ready for mobilisation.
Resident safety, communication and access sit at the centre of the approach. A dedicated Resident Liaison Officer coordinates closely with residents, the Client and the Managing Agent to ensure clear, timely communication and effective issue resolution, with engagement already underway through survey works during the PCSA stage. As the project moves to site, resident engagement sessions will introduce the project team, explain the scope of works and set expectations, with each household receiving a Welcome Pack and ongoing, multi-channel communication keeping residents informed throughout.
